Ukrainian assessment links Russian intelligence to Iranian attacks on U.S. forces and regional targets

London/Paris; Russian satellites and cyber resources have reportedly been used to assist Iran in striking U.S. military bases and critical infrastructure across the Middle East, according to a Ukrainian intelligence assessment reviewed by Reuters.

The report said Russian satellites conducted at least 24 detailed surveys from March 21-31 over 11 Middle Eastern countries, including Saudi Arabia, Turkey, Israel, the UAE, and Qatar, targeting military bases, airports, and oil facilities. The imagery reportedly preceded Iranian ballistic missile and drone attacks, suggesting a coordinated effort.

The Ukrainian assessment also highlighted cyber collaboration between Russian and Iranian hacker groups, including Russia’s Z-Pentest Alliance, NoName057(16), and DDoSia Project, and Iran’s Handala Hack, “Homeland Justice” (UAC-0074), and Karmabelow80. Analysts said Russian military intelligence shared techniques that Iranian hackers have since used in attacks on critical infrastructure.

The collaboration is believed to be organized through a permanent communications channel and may be supported by Russian intelligence operatives stationed in Tehran. Notably, a Russian satellite reportedly surveyed Prince Sultan Air Base in Saudi Arabia days before Iran struck a U.S. E-3 Sentry AWACS aircraft there on March 27.

Ukraine and Western officials view these developments as evidence of deepening military ties between Russia and Iran, formalized under the 2025 Treaty on Comprehensive Strategic Partnership, which calls for intelligence and security cooperation to counter common threats.

While the White House has downplayed external support for Iran, Ukraine warned that this collaboration represents a serious regional security risk, with both cyber and satellite support amplifying Iran’s operational capabilities.
