Zelenskiy Stands by Ukraine Ceasefire Proposal to Russia

President urges halt to attacks on energy infrastructure amid ongoing conflict

Kyiv, Ukraine; Ukrainian President Volodymyr Zelenskiy said on Monday he remains committed to a ceasefire proposal to Russia, contingent on Moscow halting all attacks on Ukraine’s energy infrastructure.

In his nightly video address, Zelenskiy noted that the proposal had been conveyed through the United States, and that talks on security guarantees, which he called essential for lasting peace, continue with U.S. negotiators.

“If Russia is ready to stop strikes on our energy infrastructure, we will be ready to respond in kind,” Zelenskiy said. He had previously offered a temporary Easter ceasefire, but new Russian attacks using Iranian-designed Shahed drones have complicated the effort.

Moscow has reacted coolly to the proposal, emphasizing its preference for a broader peace deal rather than a short-term truce. Zelenskiy highlighted that following an overnight attack on Odesa’s Black Sea port, which killed three people, Russia appears unwilling to agree to even a symbolic ceasefire during Easter.

“We have repeatedly proposed a ceasefire at least for Easter, a special time of the year,” Zelenskiy said. “But for them, all times are the same. Nothing is sacred.”
